El PRI propone la instauración de un “Congreso Virtual”

CIUDAD DE MÉXICO.- La bancada del PRI en la Cámara Baja impulsa la instalación de un “Congreso virtual” en el que los legisladores puedan votar a distancia desde sus Blackberry o iPhone y tener pantallas digitales tipo Ipad en cada curul y hasta un Twitter interno.

En un proyecto de reforma legal, argumentan que se puede utilizar la más moderna tecnología para facilitar el trabajo legislativo y mantener contacto directo con los ciudadanos, a través de un sistema de asistencia y votación digital que se prevé adquirir en los próximos meses.

El jueves pasado, la Junta de Coordinación Política autorizó un proyecto de Presupuesto de Egresos que considera la inversión de 120 millones de pesos para el nuevo sistema, en sustitución de uno electrónico que el 1 de septiembre cumplirá 12 años.

A través de reformas a la Ley Orgánica del Congreso se constituiría un moderno sistema llamado E-Congreso.

La instalación del “Congreso virtual”, que se equipararía al utilizado en Reino Unido, requiere de cuantiosos recursos.

Como mínimo, se enlistaron dos pantallas gigantes de alrededor de 200 pulgadas cada una para la presentación de videos y documentos en el pleno; equipos de proyección de datos, audio y video en salón de sesiones y salas más pequeñas; 500 monitores touchscreen (tipo iPad) de 17 pulgadas para cada diputado, y puertos USB y de audio y video.

También 10 monitores touch screen de 17 pulgadas para la Mesa Directiva, conectados al tablero de votación electrónica y a la red de cómputo del pleno; un monitor del mismo tipo de 21 pulgadas para el podium de la Mesa Directiva y control inalámbrico para la manipulación de las presentaciones que se proyectarán en las pantallas gigantes, y equipos para videoconferencias.

Según la iniciativa, presentada en mayo por el diputado Roberto Albores Gleason, la modernización tecnológica de la Cámara podría resultar más efectiva que las propuestas de reforma política sobre la reelección legislativa, iniciativas ciudadanas, candidaturas independientes o reforma del Congreso, con el fi n de alcanzar una democracia más efectiva.
